Default Can I carry meat / cartons of cigarettes in my carry on bag?

Where my sister lives they don't sell linguica (sausage). She asked if I could bring some with me. Also, where my sister lives the cigarettes are cheaper so I'd like to bring home a couple of cartons. Is that allowed in my carry on bag?
