Default Physics: Charges on scotch tape. ?

When you pull two pieces of scotch tape off of a roll,

1) friction transfers the same type electric charge to each piece of tape, and therefore the pieces of tape repel each other.
2) friction transfers opposite types of electric charge to each piece of tape, and therefore the pieces of tape attract each other.
3) the pieces of tape neither repel nor attract each other, since all matter consists of equal numbers of positive and negative charges.
4) friction transfers the same type electric charge to each piece of tape, but the pieces of tape only repel each other when they are very close.

I believe the answer is number 3, because the tape attracts onto the tape when it sticks, and doesn't really rely on the positive and negative charges. What do you think?
